What Temperature Should My Water Be?

Hi i really hope someone can help me as I am new to this I purchased a Chinese 60w laser engraver just before Christmas. I have been running it in my garage and it's been very cold recently I noticed that the lasers power seemed less than before then last week when I came to use it there was huge sparks and the tube was arcing to the casing I have since purchased a digital temperature gauge and this tells me the water is 3 degrees. Do anyone know what is the best temperature to keep the water at and do they think it was the cold water that has broken the tube?

The best temperature for co2 laser tube working is 20℃~30℃.As far as I konw low temperature did not cause broken the tube.But the water freezing?Water expands on freezing cause breaks laser tube.That is why antifreezes are necessary
