Is my laser tube failing?

Hi, I have a question regarding possible tube failure. I run a Chinese 40 watt co2 laser using rd works. It has a new controller and psu so I have ruled out the problem there.
My issue is the laser works fine until I raise the power above 30% then it quits working (cutting) there is still light within the tube and a hissing sound from the psu.
So has the tube reached its use by date or could I have wired something wrong?
