AWC708C steppers on during power up

I have an AWC708C controller. When I power it on it displays the message 'System Resetting...' until I hit the Start/Pause button. The problem is that until I hit the Start/Pause button the steppers engage and start moving. I've had to power on the steppers after hitting Start/Pause. Is there anyway to power on both at the same time without the steppers engaging?
